Overtime Rates Under Israeli Law

Israel's standard working day is 8 hours and the standard week is 42 hours — two hours more than most Western countries. Any hours beyond these thresholds constitute overtime:

  • First 2 overtime hours daily: 125% of the hourly rate
  • Each additional hour thereafter: 150% of the hourly rate
  • Work on a rest day or public holiday: 150% from the first hour

Employer Obligations Beyond Minimum Wage

Paying the minimum wage is only the starting point. Israeli labour law mandates a range of additional obligations that every employer — including foreign companies — must provide.

🏦

Pension Contributions

Mandatory from month 6 of employment. Employer contributes 6.5% pension + 8.33% severance on top of gross salary. Employee contributes 6%.

🛡️

Bituach Leumi

National Insurance: employer pays 3.55% on salary up to ₪7,522/month and 7.6% on salary above that threshold.

🏖️

Recovery Pay (Dmei Havra'a)

Annual statutory payment: approximately ₪4,882 after the first year of employment, increasing with seniority.

📅

Annual Leave

Minimum 14 days paid leave per year for the first four years of employment, increasing with seniority.

Payslip (Tloosh) Requirements

Every employee in Israel is entitled to a detailed payslip with each salary payment. The payslip must include gross salary, all deductions, net pay, accrued leave balance, and pension contributions. Failure to provide a compliant payslip is a violation of Israeli labour law.

Minimum Wage Compliance for Foreign Companies

Foreign companies hiring employees in Israel — even remotely — are fully subject to Israeli labour law, including minimum wage requirements. To pay an employee in Israel legally, you must:

1

Register as an Employer with the Israeli Tax Authority

Requires filing Form 4436 and obtaining an Israeli Employer Tax Number (Mispar Nikouy). Processing time: 2–6 weeks.

2

Open an Israeli Bank Account & Pay in NIS

Israeli law requires salary to be paid in New Israeli Shekels via Israeli bank transfer. USD payments do not satisfy the legal requirement.

3

Register with Bituach Leumi

Separate registration required. Contributions due monthly by the 15th of the following month.

4

Set Up Pension Fund Contributions

Mandatory from the employee's 6th month. Must use an approved Israeli pension fund (Keren Pensia).

📅 April 2026 Update: Israel's minimum wage increased by 3.3% on 1 April 2026, rising from ₪6,248 to ₪6,443.85 per month. Employers must ensure all payroll is updated to reflect the new rate immediately. Contact CWS Israel if you need compliance support.
⚠️ Important: Simply paying an Israeli worker via international bank transfer in USD does not satisfy Israeli labour law. Payment must flow through the Israeli payroll system with all deductions correctly applied. Most foreign companies use an Employer of Record (EOR) to manage this entirely.

Who Must Comply with Israel Minimum Wage 2026?

The Israel minimum wage 2026 applies to every employer in Israel — domestic and foreign — without exception. There is no threshold or exemption for overseas businesses.

Enforcement of Israel Minimum Wage 2026

The Israel Labour Inspectorate actively enforces the Israel minimum wage 2026. Between 2024–2026, enforcement cases increased significantly, particularly in cleaning, restaurants, security, and retail sectors.
